Here’s my proposal on how to resolve the NK problem.
As with a math problem, the first step is to reduce the dimensions of the problem.
The biggest problem with the Korean issue is that it is too multi-facted. There is the DPRK-USA issue, DPRK-ROK, DPRK-China etc. etc..
The first step towards simplifying this problem is to remove the USA, Russia and Japan out of the picture. There is no reason for USA to play a role afterall it is at least 8 hours time zone away. With the USA out of the picture, the DPRK only potential enemy is the ROK(South Korea).
DPRK will not attack China, that’s crazy. They may attack ROK. So ROK should strike a security guarantee with China. It would be similar to the Taiwan relaions act. In the Taiwan relations act, the US promise to come to aid Taiwan if Taiwan is ever attacked by Mainland China. South Korea should strike a similar deal with China, where China promises to come to ROK aid if ROK is ever attacked by the DPRK. It would be unnecessary for China to station troops in ROK for this purpose because China can attack DPRK from land if necessary. The US can retreat back to Okinawa or someplace that welcomes them and make a move from there if something breaks.
ROK-China cooperation is not new. 1600 years ago, the South Korean government of the Silla Dynasty struck an alliance with the Chinese goverment of the Tang Dynasty. The alliance led to the downfall of the North Korean regime of Koguryo.
Of course, this does not address the issue on how to make the DPRK government fall. But destroying the DPRK government is not high on the agenda - well, except for the Americans who want to settle the score, but we can forget about them since they are 8 time zones away. Let’s focus on the priority of those who actually live at the frontline.
